James "Chris" Stallings

James “Chris” Stallings serves as Associate Administrator for the U.S. Small Business Administration’s Office of Disaster Recovery and Resilience (ODR&R). He oversees national efforts to help communities recover from disasters through effective coordination with federal, state, and local partners. Previously, Stallings served as Director of the Georgia Emergency Management and Homeland Security Agency, leading responses to statewide emergencies and the COVID-19 pandemic. With extensive experience in public safety, emergency management, and crisis coordination, he brings a wealth of insight on leadership in high-pressure environments.
